1. Four per team, each one costs a time-out, full time-outs go first
so it won't slow up the game too much
2. Calls not overturned, give the opponent the opponent the choice
of two free-throws, or the ball. Keeps the replay option suitably expensive.
3. During the replay, all viewed infractions or omissions are called, so for example, a first-punch perp
in a technical foul situation, a sly shove under the hoop, a flopper ,
or a swallowed whistle, can still get nailed for being sneaky instead of honoring the game.
Not perfect, I know, but reduces the officials 'sixth man' opportunities, and the stress the honest ones endure.
And it might help keep the nba from devolving into just another reality soap opera.
